The move advances the nine-passenger aircraft into formal certification following years of engagement with FAA policy and standards teams.

Electra.aero has submitted an application to the Federal Aviation Administration for Part 23 type certification of its nine-passenger EL9 hybrid-electric Ultra Short aircraft. Part 23 sets the FAA’s airworthiness standards for aircraft with 19 passengers or fewer and is the certification route for small aircraft used in commercial passenger and cargo operations.

This submission marks a shift from technology development to formal certification. Electra’s filing includes FAA Form 8110-12, the Project Specific Certification Plan and the EL9 Aircraft Specification, which outline the proposed certification basis and compliance strategy. It follows several years of engagement with the FAA’s Emerging Technology Section.

“This certification application signals that the EL9 is fast becoming a reality and reflects the progress our team and the FAA have made together,” says Marc Allen, CEO at Electra. “The EL9 combines blown-lift with distributed electric propulsion to unlock air travel that takes people directly from where they are to where they want to go. We will continue to engage with the FAA to demonstrate that the EL9 is a reliable fixed-wing aircraft that will serve passengers, move cargo and connect communities for many years to come.”

The EL9 features a hybrid-electric propulsion system and a blown-lift wing design, enabling take-offs and landings in as little as 150 feet. This Ultra Short capability opens access to small sites including helipads, parking areas and remote clearings, while maintaining fixed-wing performance.

Electra says the EL9 enables Direct Aviation, a point-to-point model of regional mobility that avoids crowded hubs. Its Ultra Short ability, range and efficiency allow operators to fly directly between communities, work sites, logistics centres and isolated areas.

Electra plans to continue working with the FAA on test implementation, conformity and compliance planning as the EL9 advances through the certification process.
