TCab Tech, a leading company in the low-altitude economy, and China Simulation Sciences (CSS), a leading company in aviation simulation training equipment, officially held a signing ceremony for a deepened strategic cooperation and business contract.
This signing represents substantial progress following the strategic consensus reached between the two parties at the 8th China International Import Expo (CIIE) in November 2025. It signifies that their cooperation in the field of eVTOL (electric vertical takeoff and landing) aircraft has moved from a framework agreement to a comprehensive stage of substantive business implementation. The deep synergy between "eVTOL aircraft development" and "training system construction" signifies that China's low-altitude industry is rapidly transitioning from the technology verification phase to a critical period of commercial operation.
TCab Tech founder and CEO Huang Yongwei and CSS Chairman Ji Guangping signed the agreement on behalf of their respective companies. Guests including Wang Junjin, Chairman of Juneyao Group, and Yang Guoping, Chairman of Dazhong Transportation Group, attended and witnessed the signing ceremony. The attendance of Chairman Wang Junjin and Chairman Yang Guoping reflects the high level of attention paid by Shanghai's private enterprises to the low-altitude economy sector.
Chairman Wang Junjin stated that Juneyao Group will continue to leverage its deep expertise in civil aviation operations and financial services to fully support the in-depth collaboration between China Simulation Sciences and TCab Tech. This powerful cross-industry alliance is not only for technological breakthroughs but also for building a low-altitude flight safety system that meets the highest international safety standards, propelling the low-altitude economy towards large-scale, commercial operation.
The low-altitude economy has been included in the government work report for the third time, and this year it has been elevated to an "emerging pillar industry." Chairman Yang Guoping proposed at the Shanghai Two Sessions to accelerate the local legislative process and policy support, as well as infrastructure construction. He stated that Dazhong Transportation is deploying resources across multiple channels in the low-altitude sector to support the development of Shanghai's low-altitude industry.
From the "strategic handshake" at the China International Import Expo to today's efficient progress in "business implementation," the core driving force stems from the high degree of synergy between the two companies' technological foundations. TCab Tech is the first domestic technology company to develop tiltrotor eVTOL (eVTOL), and its independently developed E20 eVTOL adopts a leading tiltrotor configuration, filling a technological gap in this field in China. The E20 eVTOL can carry five people and has a top speed of 320 km/h. It boasts significant advantages in cruise efficiency, safety, and economy, making it widely applicable to low-altitude tourism and efficient urban travel, and a core product driving the development of the low-altitude economy.
As a leader in the domestic aviation simulation field, China Simulation Sciences, leveraging its accumulated simulation technology in large civil aircraft Class D full-motion simulators, has developed a high-performance, low-cost eVTOL full-motion simulator, becoming a core support system for the low-altitude economy. Previously, China Simulation Sciences had completed the development and delivery of a high-performance eVTOL simulator and established in-depth technical cooperation with several leading domestic companies. This business contract with TCab Tech will further leverage China Simulation Sciences's full-stack capabilities in airworthiness certification support and professional pilot training equipment development.
The signing of this business contract establishes a closer collaboration between the two parties, focusing on simulation equipment development, airworthiness certification support, and joint market expansion to jointly promote the construction of a commercial operation system for the eVTOL industry. By simultaneously developing "complete aircraft" and building "training systems," TCab Tech and China Simulation Sciences are accelerating the improvement of key links in the low-altitude economy industrial chain, jointly contributing Chinese solutions and industrial achievements to the future of global air travel.
